Dr. Gail Foster is one of the early proponents for school choice among African American educators. She founded the Toussaint Institute Fund in 1988, an organization whose mission is to help parents find good schools for their children in the public and private sector and to support efforts to create them. The institute maintains a database on black independent schools. In 1988 it established the nation’s first grassroots voucher program and it has since taken the lead in educating African American parents and educators about school choice initiatives. Dr. Foster has authored several studies on private schools including her recent publication on historically black independent schools in New York, which is featured in the book City Schools by Diane Ravitch and Joseph Viterreti.
