POSITION SPECIFICATION
PRESIDENT, The Black Alliance for Educational Options
The Black Alliance for Educational Options (BAEO) is a national, nonprofit, nonpartisan membership organization whose mission is to actively support parental choice to empower families and increase quality educational options for Black children. Since its founding in December 1999, BAEO has committed its resources to supporting educational choices for families and establishing its brand and track record as a leader in the parental choice movement.
BAEO believes all children deserve equal educational opportunities. We focus on providing these opportunities to low-income and working-class Black families whose children are in the greatest academic need. We support a wide array of educational options including charter schools, tuition tax credits, means-tested vouchers, private school scholarships, home schooling, public-private partnerships, Black independent schools, access to high quality supplementary educational services and effective innovations in traditional public schools.
Responsibilities
Work closely with BAEO board, staff and members and our local and national allies to implement the organization's Five Year Strategic Plan to:
* Protect and/or expand existing parental choice programs.
* Promote the enactment of new programs in states with high potential.
* Double the number of active members of BAEO by 2011.
* Double the attendance at the annual meeting by 2011.
* Double the number of Black elected Democrats supporting parental choice by 2011.
* Develop nine high performing BAEO Gates small high schools
* Implement an effective communications and public information plan to support all aspects of BAEO's work.
* Implement an effective chapter development, membership and affiliate plan
* Ensure financial stability.
Ensure that BAEO's financial, resource development, legal and administrative operations are conducted with a high degree of integrity and competence:
* Execute the written financial policies and procedures approved by the board.
* Facilitate the completion of the annual independent audits and ensure compliance with federal and state filing requirements.
* Execute the personnel policies and procedures approved by the board.
* Develop and execute the organization's annual measures of success.
* Collaborate with the Chief Financial Officer to provide regular reports to the board showing the financial position of the organization.
* Collaborate with the Chief Financial Officer to develop by November each year, for board approval, a proposed balanced budget showing sources and uses of funds for the following year.
* Oversee the development and implementation of a 5-year resource development plan that maintains a balanced budget and sustains an organizational reserve fund.
Attract and retain a team of highly competent personnel able to assist in the duties outlined above:
* Evaluate current employees and their responsibilities on an ongoing basis to ensure BAEO's staff is of the highest caliber.
* Develop goals, objectives and work plans for the organization on a regular basis.
* Perform annual performance and salary reviews.
* Create an effective culture through teamwork and excellence.

Qualifications
Education
At least a Bachelor's degree
Knowledge, skills and abilities
* Knowledge of and commitment to the parental choice movement
* Knowledge of leadership and management principles as they relate to nonprofit voluntary organizations
* Knowledge of current community challenges and opportunities relating to the mission of the organization
* Ability to establish and maintain positive working relationships with others, both internally and externally, to achieve the goals of the organization.
* Ability to manage human resources
* Ability to manage financial operations
* Ability to manage projects
* Ability to work cooperatively and effectively with others to set goals, resolve problems, and make decisions that enhance organizational effectiveness.
* Ability to assess problem situations, to identify causes, gather and process relevant information, generate possible solutions, and make recommendations and/or resolve the problem.
* Ability to speak, listen and write in a clear, thorough and timely manner using appropriate and effective communication tools and techniques.

Experience
The applicant must have at least one of the following:
* 3 years of supervisory and management experience
* 3 years of results-oriented project management
* 3 years of social entrepreneurial leadership experience
